Ayer Finance Committee Probes Formula Behind 26 Percent Vocational School Budget Increase
AYER — April 16, 2026 — Ayer Finance Committee examines the state education formula driving a 26 percent jump in the town's Nashoba Valley Technical High School assessment. A committee member identified as Andrew presented a self-described two-hours-in-the-making breakdown of Massachusetts Chapter 70 funding mechanics, explaining that Ayer's share of the vocational school's budget — approximately $1.1 million in Article 4 of the Annual Town Meeting warrant — rose sharply this year primarily because more Ayer students enrolled and per-pupil costs increased. The presentation revealed a structural tension in the state's Municipal Revenue Growth Factor formula: it calculates Ayer's required local contribution using the town's full Proposition 2½ levy limit, not the approximately 1.6 percent growth rate Ayer actually applies, meaning the town's fiscal restraint does not reduce its assessed school contribution in the short run. The committee noted that Ayer's total Ayer Shirley Regional School District assessment runs roughly $16 million, of which only $11.28 million is the state-mandated Required Local Contribution floor. The committee voted to skip its May 7 meeting and will reconvene May 21 for a deeper spreadsheet walkthrough of the formula; Annual Town Meeting, where both school assessments appear on the warrant, is set for April 27.
