Ayer housing forum previews zoning changes and flags water-permit limits ahead of October town meeting. Community Development Program Manager Petey Neville said a legally affordable one-bedroom unit could rent for more than $2,700 a month in 2026 under federal rent-zone rules, versus Ayer's actual $1,300-to-$2,200 market rents. Planning staff said a 2024 bylaw change lowering the inclusionary trigger to 10 percent produced 10 affordable units, versus zero under the prior 20 percent requirement.
Trust member Pauline argued the town should require more, citing the Willows project's 25 deed-restricted units; staff called 10 percent "the best route to continue going." DPW and water officials said capacity can meet demand through 2045, and that current odd-even watering restrictions stem from a state permit review, "not really based on what we can supply." About a dozen accessory dwelling units have been permitted townwide. Town meeting is set for October 26 at 7 p.m.
